Security camera procedure

  1. general:
    • Security cameras are installed on the campuses of the Ono Academic Center, and body cameras are also used by security department personnel in accordance with the Privacy Protection Law.
    • The placement of security cameras on the grounds of the Ono Academic Campus and the use of body cameras are intended, among other things, to assist in maintaining security, increasing the sense of personal security of all residents of the Ono Academic Campus, and enforcing the law and procedures of the Ono Academic Campus, all while balancing the need to protect the privacy of the data subjects.
    • The information captured by security cameras constitutes "personal information" as defined in the Privacy Protection Law.
    • The Ono Academic Center also uses volumetric cameras that do not monitor personal information and are designed to count the number of people in a particular room/area.
  1. Purpose of the procedure:
    • Define and authorize the relevant officials in all processes for handling security cameras and the databases related to them.
    • Specify the terms and limitations of the use of security cameras and databases.
  1. Settings:
    • Applicable law: Any applicable law, regulation, and provision regarding the operation of security cameras, including the Privacy Protection Law and the regulations thereunder, as well as the guidelines of the Privacy Protection Authority.
    • The college, the Ono Academic College, the organization : the Ono Academic College (AR) and all its branches.
    • Department/Unit : Any of the following – faculty/department, academic unit, administrative unit/any department subordinate to and managed under the Ono Academic Campus.
    • Security Director : Security Director of the Ono Academic Campus.
    • Information Security Manager : Head of the information security department of the Ono Academic College.
    • Security cameras: CCTV systems (closed-circuit television) installed for security purposes and/or to maintain order and public safety and/or to protect and preserve the property of the Ono Academic Campus. For the purposes of this procedure, the term "security cameras" will also include "body cameras."
    • Security Department: Physical and armed security personnel deployed at the permanent facilities of the camp.
    • National Security and Control Center: A security center responsible for the operation, control, and management of all technological and electronic security measures in the campus areas.
    • Database: All footage and recordings captured by security cameras (including both real-time data and data retained for a longer period).

  2. The goals of placing security cameras:
    • The Ono Academic Campus is an active and dynamic academic space, characterized by the daily presence of students, academic staff, employees, suppliers, and visitors. The placement of security cameras on campus areas is a central means of the overall security concept, using this system as a supporting, complementary, and force multiplier for physical security systems.
    • All use of security cameras will be done proportionately and in accordance with the provisions of any law, while limiting the use of information solely to the purposes for which they were placed, as follows:
      • Preventing uncontrolled entry of people into the Ono Academic Campus.
      • Prevention, warning and deterrence of hostile terrorist activity, criminal offenses and disciplinary violations.
      • Hazard prevention and early identification and treatment of various "extreme" events.
      • For the purposes of investigating, handling and controlling unusual events.
      • Assistance to "comrade" security and rescue forces during emergency events.
      • Strengthening the general public's sense of security in the Ono Academic Campus.
    • As a general rule, security cameras will be installed at the entrances and exits of campus buildings, in hallways, essential passageways, entrances and gates, main thoroughfares, and classrooms, as well as in strategic areas, based on an assessment of necessity and proportionality.
    • As an exception, security cameras will be placed in limited public areas bordering the campus areas, such as: areas adjacent to the campus buildings, streets, courtyards or access paths bordering the campus buildings, various public facilities - if they are directly related to maintaining the safety of the public visiting the Ono Academic Campus.
    • In addition, with the exception of audio recordings made at examination centers for the purpose of maintaining the integrity of separately regulated examinations, and body-worn cameras, subject to appropriate notification as detailed below, as a general rule, audio recordings should not be used except in exceptional cases and in consultation with the legal counsel and the Data Protection Officer of Ono Academic College.
    • The organization made its decisions regarding the placement of security cameras after examining whether there was a reasonable concern about harm to the organization and its property in that area. The organization also made its decisions regarding their location and duration of placement in an informed manner and after examining the needs and alternatives to the use of security cameras, and whether the desired goal can be achieved by means that are less intrusive to privacy. In cases that raise special sensitivity, the decision to place security cameras will be made in consultation with legal counsel and the Privacy Protection Commissioner.

  3. Right to Apply For further reading In the database:
    • The Ono Academic College recognizes the right to inspect the databases, subject to the principles of privacy protection and security considerations relating to the continued continuity of proper and safe organizational functions, and subject to all laws.
    • Any person who believes that personal information about them is stored in the databases may submit a request to access that information. Any request to access the database must first include the submission of a Database Access Request Form (Appendix A).
    • The Security Director or his representative will review the inspection request to ensure that the privacy of additional individuals photographed in the material requested by the applicant will not be violated. In addition, the Security Director or his representative will verify the applicant's identity, based on an ID card or passport or a valid driver's license, before granting him the right to inspect according to this procedure.
    • The Ono Academic College will be entitled to use the photographed materials discovered during the inspection, if the photographs reveal suspicions of criminal offenses or suspicions of harm to the institution's image, all subject to the provisions of applicable law.
  4. Use of the database:
    • The Ono Academic College will be entitled to use the databases in the event of detecting activity suspected of a crime or violation on the premises of the Ono Academic College, as well as to transfer the relevant material to third parties for further processing (for example, officials at the Ono Academic College, enforcement agencies in the State of Israel, consultants to the College) in accordance with the provisions of applicable law.

    • Ono Academic Campus will work to inform employees and the public staying on campus about the existence and operation of security cameras through:
    • Installation of physical signage
    • Online Information: Information regarding the security camera policy is available on the Ono Academic College website and the My Ono app

 

  1. The process of placing security cameras:
    • Before a decision is made regarding whether to install and operate security cameras on the grounds of Ono Academic College, the following steps will be taken:

The head of the relevant department or unit shall submit the request for the installation of a security camera. The Director of Security/Deputy Director of Security will review the request in consultation with the Director of Information Security in accordance with this procedure regarding the necessity of installing and operating the security camera, including whether consultation with or notification of employees is required.

  • As a general rule, security camera placement will be carried out according to its necessity, and the location of the camera placement, the type of camera, the shooting angles and the quality of the photography will be taken into account, with prior and accompanying planning, and with minimal damage to privacy as possible.
  • All security cameras at the Ono Academic Center will be affiliated with the National Security Center.
  • Any changes to the placement of an existing security camera will be reviewed by the Security Manager/Deputy Security Manager in accordance with this procedure.
  1. Body cameras:
    • The body camera system allows for continuous and objective documentation of " exceptional security events " at the Ono Academic Center, such as terrorist incidents, violence, riots, violent demonstrations, and safety incidents.
    • The Ono Academic College uses a body camera system. This system constitutes a complementary layer and multiplies the static security camera system and is intended to strengthen documentation, control and supervision capabilities. The operation of the body cameras will be done solely for security and safety purposes and for handling and operating SOB (command and control) capabilities in extreme events according to the principles of transparency, proportionality and minimal damage to privacy as much as possible, all in accordance with the provisions of applicable law.
    • The body camera will be placed in a visible and prominent place on the body of the security department personnel in a way that will allow the camera lens to fully document the event on the one hand, and inform the immediate environment of the presence of the body camera on the other.
    • The activation of the body cameras will be initiated by the security department personnel upon the onset of an unusual security incident and will end immediately upon the end of the incident. When the body camera is activated, an automatic message is triggered informing those around it of its activation. Notwithstanding the above, as far as possible, a body camera will not be activated to record a minor, a victim of a crime shortly after the injury, or a person with a sensitive medical or mental condition.
    • Any activation of the body camera by a member of the security department will be recorded in the event/operations log at the security center and will be filed along with an unusual security incident report.
    • The footage captured by the body cameras will be included with the incident report.
  2. Information security and preservation:
    • The database will be maintained, managed and secured in accordance with the Ono Academic College's information security policy and subject to applicable law.
    • The information will be stored for a limited and proportionate period of time in accordance with the purposes for which it was collected, in accordance with information security rules and under the guidance of the Information Security Manager.
    • The databases will be retained for a period of up to 45 days. After that, they will be automatically deleted using secure deletion mechanisms based on the FIFO method. In the event of an exceptional incident, and if there is a need to retain a specific video segment for the purposes of an inquiry, investigation, disciplinary or legal proceedings, etc., that segment may be retained for an additional period not exceeding 3 years, subject to consultation with legal counsel and the Privacy Protection Officer. Any further extension of the retention period beyond the periods specified above shall be made with the approval of the Director of Security and the Director of Information Security and shall be documented in the incident log at the National Security Center.
    • Any transfer of information from the databases to third parties will be solely with the approval of the Security Manager and the Information Security Manager in consultation with legal counsel and the Privacy Protection Supervisor, and all in accordance with the provisions of applicable law.
  3. Supervision and control:
    • The Security Director will examine, as part of the annual situation assessment, the necessity of all security cameras placed on the grounds of the Ono Academic Campus.
    • The Security Manager and the Information Security Manager will conduct ongoing supervision and control over the implementation of the provisions of this procedure.
    • This procedure is valid from the moment of its publication.
    • Ono Academic College may change the provisions of this procedure from time to time. Substantial changes will be made after consultation with the Security Manager, Information Security Manager, VP of Logistics, Privacy Protection Officer, and Legal Counsel.

The authorities of the judiciary in Israel are divided between the Supreme Court.
